CITY OF HOUSTON, TEXAS
Situation:
The City of Houston, with a growing population of over two million people, requested proposals from qualified bidders to consider an acquisition and construction of a new Consolidated Public Safety Communications Facility to house the City’s police, fire, and 911 response departments. In discussing the needs of the City, we realized a solution was needed to include the fast-track delivery of the project in the quickest time possible while minimizing the financial impact on the City.
Solution:
Teaming with a local developer, a turnkey "design-build-finance" tax-exempt Lease Purchase solution was awarded to us by the City of Houston. Our solution allowed the construction of the project to begin immediately, provided the City of Houston protection from construction risk, obligated the developer to deliver the completed project within 18 months, and did not require the city to begin making lease payments until after the project was completed.
The City of Houston will have available to them much sooner than originally thought possible a state of the art command center to assist the citizens of Houston with the rapid and much improved deployment of emergency assistance.
